A joint business-labor supported state agency provides training funds to empower workers, promote businesses and propel the state's economy.

This California State agency was created in 1982 as a cooperative business-labor program to retrain workers. The program was designed to fund training that meets the needs of employers for skilled workers and the need of workers for good, long-term jobs.

This employer-supported training is used to improve the economic climate by training new workers and retraining workers in danger of being laid off as a result of technological advancements in the workplace, and because of foreign and domestic competition.
